Give Them A voice

In any organization there is a group of keen and sharp insiders who know about serious things that need to be changed and corrected. When leaders deny them the liberty and voice to discuss, they WILL talk about the same things inside the break room, keep quiet, watch the clock and do nothing about it. Leaders should listen! Is this true?
